Telegram (Paraphrase). Governor Sir H. A. Blake to Mr. Chamberlain. (Despatched 2.20 p.m. Received, Colonial Office, 11.24 a.m., 18th August, 1900.)

Information has reached me that Kang Yu Wei intends to return to this Colony, and that his party and that of Sun Yat Sen are enlisting foreigners of doubtful character, and preparing for active operations in Canton and neighbourhood. I regret this, since it will affect our interests. Would it be prudent to have an assurance conveyed to Kang and Sun that, if they abstain from action Her Majesty's Government will, in the settlement of the present difficulties, consider and press for any fair and reasonable reforms that the people may demand? I suggest this on the assumption that Her Majesty's Government do not desire the disruption of China; the result of the movement, if it succeeds, might be to ultimately sever the south of the Yang-tsze from the north.
